# Motorway Rules: Smart Motorways, Lanes & Limits

Joining, lane discipline, smart motorways, speed limits and stopping restrictions.

[Practise 55 Motorway Rules questions](/theory-test/motorway-rules/practice-test/)

Quick answer

Motorway Rules for the theory test: who is banned, joining, lane discipline, speed limits, red X signals, hard shoulders, emergency areas and breakdowns.

## Who is not allowed to use a motorway?

Rule 253 bans pedestrians, cyclists, horse riders, riders of motorcycles under 50 cc, holders of provisional motorcycle licences, agricultural vehicles, powered wheelchairs and mobility scooters, and certain slow-moving vehicles or oversized loads without special permission. Learner car drivers may use motorways only with an approved driving instructor in a dual-control car.

GOV.UK adds that motorway lessons are allowed in England, Scotland and Wales, and that learners must not drive on a motorway while practising with family or friends. Many exam questions simply list four road users and ask which one is banned, so learn the rule 253 list.

## How should you join a motorway from a slip road?

Give priority to traffic already on the motorway and use the slip road to match your speed to the traffic in the left-hand lane before merging into a safe gap. Rule 259 also tells you not to cross solid white lines or use the hard shoulder, and to stay in the left lane long enough to adjust before overtaking.

If the slip road continues as an extra lane, stay in it rather than forcing your way across. Rule 254 explains why timing matters so much: motorway traffic usually travels faster, so you have less time to react, and you need to check your mirrors earlier and look much further ahead.

## Which lane should you drive in on a motorway?

Keep in the left lane unless you are overtaking, then return to it when it is safe. Rule 264 sets this out, and rule 267 says you should overtake only on the right. On motorways with three or more lanes, rule 265 bans the right-hand lane for vehicles towing trailers and for most larger goods and passenger vehicles.

Two details that often appear in questions:

- **Passing on the left (rule 268):** do not overtake on the left or move to a left lane to overtake. In congested conditions, if your lane is moving faster than the lane to your right, you may keep up with your own lane, but never weave between lanes.
- **Stopped vehicles (rule 264):** if people or vehicles are stopped on the hard shoulder or in an emergency area and you are in the left lane, move into the next lane when it is safe, to give them more space.

## What are the speed limits on a motorway?

The national motorway limit is 70 mph for cars and motorcycles, and 60 mph for cars towing caravans or trailers. Rule 261 says you must not exceed a speed limit shown in a red circle, which is how variable limits appear on gantries. The limit is a maximum, and you must also keep to your vehicle’s own limit.

| Signal or marking | What it means | What you must do |
| --- | --- | --- |
| Speed limit in a red circle | Mandatory temporary limit | Do not exceed it (rule 261) |
| Flashing amber lights | Hazard ahead | Slow down until a sign shows it is safe (rule 257) |
| Red X with red flashing lights | Lane closed | Do not drive in that lane (rule 258) |
| All lanes shown closed | Road closed | Do not go past the sign (rule 258) |

Rule 132 colour-codes the reflective studs: white between lanes, red along the left edge, amber by the central reservation, and green where slip roads and lay-bys join. Many large vehicles have speed limiters set at 56 mph (rule 222), so expect to close on them quickly.

## What does a red X on a motorway sign mean?

A red X means the lane is closed and you must not drive in it. Rule 258 says red flashing lights and a red X identify a closed lane where people, stopped vehicles or other hazards are present. Follow the signs in advance to move safely into an open lane. Lane closures are enforced by the police.

The lane stays closed until a sign shows a speed limit or the word END. If the left lane is closed at an exit slip road, that exit cannot be used. Where every lane is shown closed, you must not go beyond the sign or use the hard shoulder to get around it unless police or traffic officers tell you to.

## When can you use the hard shoulder or an emergency area?

Use the hard shoulder only in an emergency, or when police, traffic officers or signs direct you to. Rule 269 says that where it is used as an extra lane, you may drive on it only when a speed limit is shown above it. A red X or a blank sign above it means it is for emergencies only.

Emergency areas are provided on motorways with no hard shoulder, or where it is used as a lane. Rule 270 says they are marked by blue signs with an orange SOS telephone symbol, may have orange surfacing, and must only be used in an emergency.

Rule 271 says you must not stop anywhere on a motorway except in an emergency or when told to, and never to make or receive phone calls. Rule 263 bans reversing, crossing the central reservation and driving against the traffic. If you miss your exit, carry on to the next one.

## What should you do if you break down on a motorway?

Leave at the next exit or services if you can. If not, rule 277 says go left and pull into an emergency area or onto the hard shoulder, get everyone out on the side away from traffic, wait behind a safety barrier if there is one, then call for help. Never place a warning triangle on a motorway.

If you cannot reach the left lane or a place of relative safety, and cannot get out safely, stay inside with your seat belt and hazard lights on and call 999 for the police. To rejoin from the hard shoulder, build up speed and wait for a safe gap. From an emergency area, rule 278 says you must use the emergency telephone and follow the operator’s advice.

If something falls from your vehicle, rule 280 says do not try to remove it. Stop in a place of relative safety and call 999.

## What mistakes do learners make on motorway questions?

Motorway questions punish habits carried over from ordinary roads. Learners pick answers that let them stop on the hard shoulder for a rest, reverse to a missed exit, use a warning triangle or treat a red X as advisory. In each case the motorway rule is stricter, because speeds are higher and there is less time to react.

- **Resting on the hard shoulder.** Rules 91 and 262 point you to a service area, never the hard shoulder or an emergency area.
- **Joining traffic has priority.** It does not; give way to traffic on the motorway.
- **Red X means “slow down”.** It means the lane is closed.
- **Mixing up stud colours.** Amber is the central reservation, red is the left edge.
- **Pulling straight out of an emergency area.** Use the emergency telephone first.
- **Hazard lights while moving.** Rule 116 allows this only briefly, to warn drivers behind of a hazard ahead.

## Frequently asked questions

**### What does a red X above a motorway lane mean?**

A red X, often with red flashing lights, means the lane is closed and you must not drive in it. Rule 258 says people, stopped vehicles or other hazards may be in that lane. It stays closed until a sign shows a speed limit or the word END, and lane closures are enforced by the police.

**### Can learner drivers drive on a motorway?**

Only with an approved driving instructor in a car with dual controls, displaying red L plates (or D plates in Wales). GOV.UK says this applies in England, Scotland and Wales, and that learners must not drive on a motorway when practising with family or friends.

**### What is the speed limit on a UK motorway?**

The national limit is 70 mph for cars and motorcycles, and 60 mph for cars towing caravans or trailers, according to the table in rule 124. Variable limits shown inside a red circle on a sign are mandatory under rule 261, and the limit is a maximum, not a target.

**### What colour are the reflective studs on a motorway?**

Rule 132 sets the colours: white studs mark the lanes, red studs mark the left edge of the carriageway, amber studs mark the central reservation, and green studs mark the edge of the main carriageway at slip roads and lay-bys. Green and yellow studs show temporary lane changes at road works.

**### When can you use the hard shoulder of a motorway?**

Rule 269 says you must not use the hard shoulder except in an emergency, or when directed by the police, traffic officers or a traffic sign. On motorways where it is used as an extra lane, you may only drive on it when a speed limit is shown above it.
