# Vehicle Loading & Towing

## Who is responsible for a vehicle’s load?

The driver. Rule 98 says you must not overload your vehicle or trailer, you must secure your load, and it must not stick out dangerously. Heavy or sharp objects and any animals must be secured, because in a collision they might hit someone inside the vehicle and cause serious injury.

It makes no difference who packed the car: the rules are addressed to you as the driver. Annex 6 of The Highway Code adds that luggage should be securely stowed, tyres must be inflated to the manufacturer’s specification for the load being carried, and headlights must be properly adjusted, with extra attention needed when the vehicle is heavily loaded.

## How does a heavy load change the way a car handles?

Extra weight makes the car slower to accelerate and longer to stop, and weight carried high, such as on a roof rack, makes it less stable in bends and crosswinds. Before a heavily loaded trip, set tyre pressures to the handbook figures for the load and check your headlights will not dazzle oncoming drivers.

Pack heavy items low and secure them so they cannot shift. Rule 98 notes that carrying a load or pulling a trailer may require you to adjust your headlights. Remove roof boxes and racks when you no longer need them.

## What are the rules for towing a trailer or caravan?

Make sure your licence covers the combination, both vehicle and trailer are roadworthy, and you stay within the manufacturer’s towing limit. Rule 98 also requires a secondary coupling device, such as a safety chain, and towing mirrors if your trailer or load is wider than your car or blocks your view behind.

GOV.UK says drivers who got their licence from 1 January 1997 can tow a trailer up to 3,500kg maximum authorised mass. Before each trip, GOV.UK’s safety checks include:

-   the trailer is correctly coupled, at the right height, and the electrical cable and plug are undamaged
-   a breakaway cable or secondary coupling is fitted correctly, with enough slack
-   tyres on the car and trailer have no cuts or bulges, at least 1.6 mm of tread, and the right pressures for the load
-   all trailer lights and indicators work
-   the trailer is not overloaded, and the load is evenly distributed and secure.

Rule 98 says to put heavy items over the trailer’s axle(s) and keep a downward load on the tow ball, within the manufacturer’s limits, to reduce the risk of snaking. A trailer without brakes must not weigh over 750kg when loaded.

## What speed limits apply when towing?

A car towing a caravan or trailer is limited to 50 mph on single carriageways and 60 mph on dual carriageways and motorways (rule 124). You must not drive in the right-hand lane of a motorway with three or more lanes while towing (rule 265). In built-up areas the normal 30 mph, or 20 mph in Wales, applies.

Rule 98 warns that your stopping distance may increase significantly when towing, and rule 160 says the extra length affects overtaking and manoeuvring.

## What should you do if a caravan or trailer starts to snake?

Ease off the accelerator and reduce speed gently until you regain control, and do not brake harshly (rule 98). GOV.UK’s towing safety checks say snaking is a sign that you are going too fast or that the trailer is loaded incorrectly.

Once the outfit is stable, check how the load is distributed before continuing. GOV.UK also warns against braking harshly on a bend, as it makes the trailer unstable, and advises reducing speed in plenty of time for any hazard.

## Who is responsible for seat belts and child restraints?

The driver must make sure children under 14 wear a seat belt or use the correct child restraint (rule 100). Passengers aged 14 and over are responsible for themselves. Children must use the correct child restraint until they are 12 years old or 1.35 metres tall, whichever they reach first, according to the table under rule 99.

Limited exceptions apply in licensed taxis and private hire vehicles. A rear-facing baby seat must never be fitted in a seat protected by an active frontal airbag (rule 101). Rule 102 adds that children should get in through the door nearest the kerb, and that child safety locks should be used where fitted.

## How should you carry animals in a car?

Make sure dogs and other animals are suitably restrained so they cannot distract you while you are driving, or injure you or themselves if you stop quickly (rule 57). A seat belt harness, pet carrier, dog cage or dog guard are all ways to do this. Never leave pets in an unventilated car.

## What mistakes do learners make on vehicle loading questions?

Most wrong answers come from treating towing like normal driving, or from assuming someone else is responsible for the load or the passengers. These traps catch learners most often. When a question mentions a trailer, caravan or child, check whether a special rule applies.

-   **Braking hard when a caravan snakes.** Ease off the accelerator gently instead.
-   **Towing at 70 mph on a motorway.** The limit when towing is 60 mph.
-   **Using the right-hand lane of a three-lane motorway.** Towing vehicles must not.
-   **Blaming whoever loaded the car.** The driver is responsible.
-   **Thinking 12-year-olds are responsible for their own belts.** The driver is responsible until 14.
-   **Loading heavy items at the back of a caravan.** Put them over the axle.
